CBAM Workshop – Carbon Border Adjustment Mechanism – Capacity Building Workshops for Türkiye and Egypt

Two Sector-Specific Workshops on CBAM Delivered in Cairo by Ricardo and Environics

On December 6th and 7th, 2023, two consecutive workshops on the EU Carbon Border Adjustment Mechanism (CBAM) were held in Cairo. Delivered by Ricardo Energy & Environment and Environics on behalf of the European Bank for Reconstruction and Development (EBRD), the workshops targeted the Cement and Nitrogenous Fertilizers sectors.

The workshops aimed to enhance local stakeholders’ understanding of CBAM implementation and to initiate quality discussions on its potential impact on exports to the EU.

Each session followed a structured format:

  • Introductory presentations provided an overview of the CBAM system, including key reporting requirements.
  • Sector-specific case studies focused on the Egyptian context, addressing:
    • Sector characteristics
    • CBAM-covered goods
    • Embedded emission calculation methodologies
    • Decarbonization pathways
    • Financial implications and impacts on specific exports to the EU
  • Interactive Q&A sessions encouraged stakeholder engagement and clarification of key issues.

The fertilizer sector workshop, given its high export exposure to the EU, emphasized stakeholder interaction and discussion, with extended time allocated for these exchanges.

Both workshops drew strong participation from industry representatives and relevant government entities involved in CBAM implementation and sectoral decarbonization efforts.

Environics and Ricardo jointly developed the workshop material with Environics focus on the application and the implications of CBAM on local case studies.  The delivery of workshops was similarly jointly undertaken along the same lines, while Environics took the lead in moderation.
