Technical Energy Efficiency (EE) Backstopping

  • Within the scope of Egypt’s National Energy Efficiency Action Plan (NEEAP), a target has been set to achieve an 18% more energy efficient system by 2030. This requires a series of activities and actions to attain active participation of different electricity customer categories, as well as ensure efficient roles of the electricity concerned regulators, namely, the 9 electricity distribution companies (DISCOs) and the Electric Utility and Consumer Protection Regulator Agency (EgyptERA), so as to have a more energy efficient system and proper supervision of the execution of NEEAP, respectively.
  • The Egyptian German Joint Committee on Renewable Energy, Energy Efficiency and Environmental Protection (JCEE) is in the process of supporting achieving the national target of 18%. Support encompasses assisting the DISCOs in the identification of electricity saving actions, the preparation of a Demand Side Management (DSM) strategy and implementation plan, public awareness building and monitoring and verification of progress and impact of the DSM plan.
  • Environics was commissioned to provide technical and public awareness expertise as follows:
    • a) Technical Expertise
      • Advise JCEE, EgyptERA and DISCOs on potential/possible energy efficiency programs/incentives and best practices for implementation;
      • Assist in prioritizing implementation of energy efficiency actions based on justifiable economic and financial considerations in the Egyptian context;
      • Support the economic and financial appraisal of energy efficiency programs managed by DISCOs with a focus on energy efficiency labelling as currently introduced or planned in Egypt (Air conditioners, Refrigerators, Washing Machines, Dish Washers, Deep Freezers, TVs, Microwave Ovens and Boilers);
      • Assist in the implementation of the proposed Sustainable Energy Action Plan (SEAP) of DISCOs;
      • Assist, if necessary in adaptation of the underlying legal energy efficiency framework and its implementation mechanism in the context of the new electricity law and NEEAP;
      • Review and update the current studies performed by the DISCOs to help the customers in performing the necessary DSM and EE measures as well as promotion and awareness of the importance of utilization of renewables;
      • Assist DISCOs in the planning of cost-effective investments with regard to forecasted future peak demand by also taking into consideration investments in reduction of technical losses of the network;
      • Assist DSICOs in the implementation of efficient operation and maintenance planning of the existing assets taking into consideration the increasing penetration level of renewables;
      • Review the methodologies undertaken by the DISCOs to save the electricity outage logs of its customers including the duration and reason of each outage to assess the reliability and quality of the electricity service;
      • Assist and advise DISCOs to improve data collection, encoding and analysis of customer service satisfaction, appliances used and reasons for consumption change patterns.
    • b) Public Awareness Expertise
      • Assist JCEE and its relevant stakeholders (EgyptERA and DISCOs) in the development and promotion of consumer engagement strategies for better awareness and communication;
      • Advise and assist in the development of educational and outreach materials for prospective customers to increase the awareness of such customers to highlight the importance of energy efficiency;
      • Advise and assist JCEE in defining the appropriate energy efficiency messages for the different consumer target groups (e.g. industrial, residential, etc.) from different ages (specially children);
      • Advise and assist JCEE with the content development of EE topics that needs to be communicated between EgyptERA, DISCOs and end consumers (e.g. info, programs, promotions, incentive schemes etc.);
      • Review all energy efficiency story boards which will be used for the different infographic films as well as energy efficiency communication material and activities required for different target groups (specially for residential sector and children aged between 8 and 12 years old);
      • Review & comment on reports and publications of JCEE on ad-hoc basis.
