- Improving Energy Efficiency of Lighting and Other Building Appliances (IEEL&A) project initiated by the Global Environmental Facility and the United Nations Development Program (GEF-UNDP), in conjunction with the Ministry of Electricity and Renewable Energy (MOERE), intends to develop an environmentally sound mechanism for the management of the waste compact fluorescent lamps (CFLs).
- The overall objective of this strategy was to enhance the capacity of the Egyptian Government, through developing an integrated and economically viable system, to properly manage waste CFL in an environmentally sound manner.
- The strategy addresses the implementation of the Extended Producer Responsibility (EPR) through securing funds from the producers and importers of CFLs, through paying a fee, for the end of life management.
- The methodology used to develop the strategy was based on literature review, data collection and analysis, and field investigations which included interviews with manufacturing facilities representatives, importers and disposal sites managers, as well as visits to CFL repairing workshops. Focus groups with consumers from Cairo, Gharbia and Fayoum Governorates were also conducted.
- Recommendations were made to identify best practices for managing waste CFL.
