World Bank’s Advisory Support Program for Subsidy Reforms in Egypt

  • The World Bank (WB) has been requested by the Government of Egypt (GoE) to provide technical inputs to a potential agenda on fossil fuel subsidy reform.
  • One of the activity’s main tracks is the preparation of a communications and consultation strategy to support GoE in its efforts at building consensus around the proposed reforms and obtaining the opinions of various key stakeholders.
  • The Global Subsidies Initiative (GSI) of the International Institute for Sustainable Development (IISD-GSI) has been invited by WB to be part of the team to provide assistance on communications and consultation strategy.
  • A number of GSI’s Cairo-based external advisers from Environics, in the areas of policy analysis, energy and communication planning, have been asked to join this team.
  • The key areas of work under this assignment included:
    • Qualitative assessment of impacts of reform on key stakeholders,
    • Assessing key stakeholder views on reform, and
    • Development of a communications plan and strategy.
