Description of actual services provided by our staff within the assignment:

Scatec developed the Environmental and Social Impact Assessment (ESIA) for the Obelisk PV Project including BESS in Nagaa Hammadi, Qena Governorate, which obtained EEAA approval on 8 December 2024 and AfDB disclosure clearance.

The project will connect to the national electricity grid through a 10 km overhead transmission line (OHTL) composed of two segments:

  • Northern segment (≈3.8 km): existing towers across reclaimed agricultural lands; only conductor replacement will be implemented.
  • Southern segment (≈6 km): new towers to be constructed across publicly owned desert land.

Scatec will prepare the OHTL ESIA on behalf of EETC for EEAA submission and approval. Since the southern segment exceeds 5 km, the project is classified as Category C under EEAA’s June 2023 project classification, requiring a full-scale ESIA and public disclosure meeting. 

Scope of Work:
Preparation of an ESIA (in English and Arabic) covering:

  • Construction and operation of the OHTL southern segment;
  • Replacement of conductors along the northern segment.

The ESIA will be submitted to EEAA for regulatory approval and to project lenders for consent.
