Guidelines for Developing Compliance Agreements for Cement Companies Using Coal

The Government of Egypt (GoE) had decided to use coal as a fuel for cement factories, being a high energy intensive industry. Coal was to be used with the adoption of strict environmental requirements that have been incorporated in the environmental law and its executive regulations.

Environics was assigned to formulate a compliance system for ensuring cement factories’ compliance and protection of the environment.

Environics reviewed the requirements for cement factories using coal and analyzed the compliance tools and compensation system applied in the Egyptian Environmental Affairs Agency (EEAA) with due consultation of EEAA concerned personnel.

The assignment yielded a system for Compliance Agreements for cement companies using coal. The system allows the gradual implementation of environmental improvement measures to achieve environmental compliance.
