ESIAs for Solid Waste Management Projects in Gharbiya Governorate

ESIA Studies for the Construction and Operation of Solid Waste Transfer Stations (TS) in Samanoud & Zefta, as well as for the upgrade of Bassioun Waste Transfer Station:

  • Within the framework of The National Solid Waste Management Program (NSWMP), Environics was commissioned to prepare ESIA studies for the construction and operation of Solid Waste Transfer Stations (TS) in Samanoud and Zefta, as well as for the upgrade of Bassioun Waste Transfer Station. This is part of an integrated Waste Management System for Gharbiya Governorate that includes waste transportation via Bassioun, Samanoud and Zefta TS facilities, recycling in different MBTs facilities located in the governorate and final disposal outside the governorate in El-Sadat Landfill (Menoufiya Governorate).
  • Two Scoped ESIA studies for Samanoud and Zefta Transfer Stations (October 2020), as well as a Scoped ESIA study for upgrading the existing Bassioun Waste Transfer Station (September 2021) to increase its efficiency in handling MSW were prepared, in accordance with the national legislations and regulations, International Financing Institutions requirements including Environmental and Social Standards of KfW, World Bank Environmental and Social Framework, World Bank EHS Guidelines, and international conventions to which Egypt is party.  The ESIAs followed the latest version of ESIA Guidelines for Municipal Solid Waste Management (MSW) Projects developed for NSWMP in 2019, including Appendix A – Supplement for Transfer Stations.
  • Each scoped ESIA study entailed:
    • Preparing a project description;
    • Summarizing the regulatory framework of relevance to the project;
    • Obtaining baseline information of the site and the hinterland, to include physical, biological and socio-economic conditions, through intensive literature review and previous studies and reports on the area as well as from a field visit to the site.
    • Analyzing project alternatives;
    • Identifying and assessing the potential impacts during construction and operation, evaluating their significance and recommending proper mitigation measures;
    • Preparing an Environmental and Social Management Plan framework, including the required monitoring measures;
    • Undertaking individual scoping meetings, public consultation and disclosure; and
    • Preparing the final study report.
