The client had intended to bid for a project of the Egyptian Railway Authority that aimed at upgrading 120 locomotives in two yards, namely, Boulaq and El-Tibbin. The client contracted Environmental Resources Management (ERM), which subcontracted Environics, to undertake an HSE audit of both yards to assess their compliance with the HSE national laws and regulations.
Environics first participated in a review of the relevant national regulations and standards. The review was followed by site visits to both Boulaq and El-Tibbin yards, which involved:
– Reviewing relevant documents, such as: emergency response procedures, records of training programs, and governmental correspondences and reports
– Auditing the HSE practices at the yards to assess the potential risks and liabilities associated with the operations
A final report was prepared to present the analysis of findings, and propose the necessary corrective actions and their estimated costs.
